Continuous School Improvement Plan

Frederick County Public Schools is dedicated to continuous improvement. Our school principals lead efforts to plan, implement, and review their goals, using a variety of data to make sure we’re always moving in the right direction. School and division plans are monitored for progress and updated quarterly to support our commitment to our students and their families.

This information keeps families informed about our progress and the status of school goals. You’ll find updates and insights as we work together to improve student learning and school performance.

Goal #1

By May 2026, the unadjusted pass rates for Middletown Elementary will increase 4% overall in Math.

  • Professional learning around the iReady toolbox and student discourse occurred in September.
  • Each grade level created a goal to support the school-wide goals.  Teams looked at previous goals, past and current data available. 
  • Teams are refining lessons and common unit assessment. We want each student in grades 1-5 to score 80% or higher on every common unit assessment.

  • Professional learning refresher on the iReady toolbox and student discourse occurred in February.
  • The instructional coach trained all grade levels in Number Strings. All teachers will learn, plan, implement, and reflect with the coach on this new math routine.
  • Grade levels revisited their goals and updated action steps.  The Continuous School Improvement Team analyzed school-wide iReady data.  All grade levels are decreasing tier 3 and increasing in tier 1 and 2.
  • After each common unit assessment, grade level team and reflecting on the lessons taught in the unit and coming up with an action plan to support the students that did not score a 80% or higher.

By May 2026, the unadjusted pass rates for Middletown Elementary will increase 8% overall in Reading.

  • Professional learning around the comprehension planning tool has occurred bi-monthly since September.
  • Literacy walk-throughs occurred in October.  Strengths in the walk-throughs included: the use of High Quality Instructional Materials, integration of multiple reading standards throughout lessons, and strong vocabulary instruction.

  • Grade level teams continue to participate in comprehension planning bi-monthly.  The data that was gathered from the October literacy walk-throughs was embedded in the planning sessions. 
  • Mid-year literacy walk-throughs occurred in February.  Strengths and areas of growth were broken down into each grade level, rather than school-wide.
  • Grade levels revisited their goals and updated action steps.  The Continuous School Improvement Team analyzed school-wide VALLS data.  The mid-year VALLS assessment was given to students and 129 students were identified as high risk in the fall, after the mid-year window 83 students were identified as high risk.  46 students moved from high risk to moderate risk.

By May 2026, the unadjusted pass rates for Middletown Elementary will increase 10% overall in Science.

  • Professional learning around vocabulary, discourse and phenomena occurred in September 2025. Ongoing professional learning is occurring each month with the Coordinator of Science Instruction.
  • The Science Committee meets monthly to discuss common units and vocabulary across all grade levels.
  • Each grade level created a goal to support the school-wide goal.  Each grade level chose to update all unit plans to include; key vocabulary, student discourse and a phenomena

  • The Science committee continues to meet monthly.  They recently looked at SOL data.  The team determined the areas of concern and the areas of strength.  The team started discussing how to create a K-5 alignment guide to help the areas of concern. 
  • The Science Committee designed and implemented a school-wide science experiment. The students used hot chocolate to investigate matter. 
  • Grade levels revisited their goals and updated action steps

By May 2026, 90% of the students at Middletown Elementary School  will have one or less office referrals.

As of October 31, 2025, we had 96.23% of our students with 0 or 1 office referrals. This is out of 716 students.

On Track

As of February 14, 2026, we had 95.37% of our students with 0 or 1 office referrals.  This is out of 691 students.

Goal #5

By May of 2026, Middletown will improve its current mentoring program to support new teachers.

November 2025 On Track Currently have 13 teachers participating in our “Colts & Fillies Club” (our new teacher program. New teachers meet monthly with the lead mentors. Topics have included: Professional Learning Goals, New Teacher Handbook and Mentor/Mentee Class Observations.

All 13 new teachers continue to participate in our “Colts & Fillies Club” and meetings have been tailored around the new teachers’ needs.  New teachers were also able to visit peers for observations in other classrooms.

Goal #6

By May 2026, Middletown Elementary School will host six events (one per grade level) that include parents, students, teachers, and community members that focus on creating a partnership between the school and families, to engage in student learning and connect with community resources as measured by attendance to the events and feedback from families.

Back to School Nights:

  • K-2 Families: 230 participants
  • 3-5 Families: 148 participants

This was more participants then 2024.

5th Grade Title I Event:

  • October 2025: 190 participants

This is a new event for this school year where each grade level prepares an event and the grade level families are invited.  For October, the 5th grade team did an Invention Convention where students prepared an invention and presented it to the families who came.  Title I flyers were distributed to the families that included information about comprehension and morphology.

4th Grade Title I Event:
November 2025

For November, the 4th grade team did a “Night to Shine” where they celebrated each subject area.  Students sang Virginia Studies songs for parents, they completed a readers’ theater, completed a moon phase project with their family members and showed their families their work displayed in the hallway.  Title I flyers were distributed to families that included information about comprehension and morphology.

3rd Grade Title I Event:
February 2026
199 participants

For February, the 3rd grade team had a “Fantastic Scholastics” night where they celebrated each subject area. They performed songs, phonics, reading, and math activities for families to do together, and work through the year on display. Title 1 flyers were distributed to families that included information in literacy and math.
